Independent statutory authority · Telecommunications Act 2009

Licensing

The Commission’s Regulatory Resources Unit is responsible for regulating the Solomon Islands telecommunications sector through licensing. This includes regulation through the issuance of class licences to telecommunications service providers for the operation of telecommunications networks in the Solomon Islands, or for the services provided on those networks, and through the issuance of radio frequency spectrum licences.

Spectrum licences also grant authorisation for the use of specific radio equipment, provided such equipment complies with the technical requirements and standards related to radio interference set by the Commission.

Who needs a licence

No person or entity may provide telecommunication services, or use radio frequencies or radio equipment for such services, in Solomon Islands except with a service licence or a radio frequency spectrum licence — or an exemption from the requirement for a licence — issued by the Commission.

The Commission issues two types of licences:

  • Service licences — authorise the holder to provide particular telecommunications services. See service licences.
  • Radio spectrum licences — authorise the use of radio frequencies and radio equipment. See radio spectrum licensing.

Regulation and enforcement

As regulator of the telecommunications sector, the Commission is also responsible for the enforcement of the provisions of the Telecommunications Act 2009 and the specific requirements of licences issued under the Act. See enforcement.

The Commission is also the administrator of Solomon Islands’ country code top level domain (ccTLD), although this role is delegated to Our Telekom. See domain names.
